According to Masahiro Sakurai, he stated that included Kazuya was hard to deal with because he had considered another character from Tekken to appear in the game. Rather, Sakurai actually considered Heihachi Mishima to be the Tekken fighter, but due to Heihachi's own lack of the Devil Gene, he instead chose Kazuya because there was a better potential moveset for Kazuya which involved the Devil Gene.

In Mr. Sakurai Presents Kazuya, Sakurai claimed that he had chose Kazuya as the Tekken fighter over Heihachi Mishima, due to the former possessing the Devil Gene factor.
