Also there is controversy around their status in Smash 4, I thought that they were unlockable since they needed to be created. Due to the nature of the controversy surrounding them I didn't change them to starter to unloackable. And that was a while back. In the 3DS and Wii U, the Mii Fighters are considered semi-unlockable, since they are not shown until you create one, but since creating one is available from the start, they are considered semi-unlockable.
