Few weeks ago, I notice that there's a [https://www.youtube.com/watch?v=JeSjNxfqb1M video] posted about Smash 4, Sheik, and balancing.
There are three factors on balances that are made:
*Free for all matches
*1v1 matches
*Character's role
In Free for all matches, this is one of the factor that they do not see any desirable buffs/nerfs on one character. Characters played in free for all, team up, or played with the items. So the team is far less likely to make an extensive changes to a character. Not every characters can excel in free for all environments. Sheik for instance lacks any hard hitting move that can cause high damage and knockback. She doesn't rack up too much damage in that situation and can have trouble killing; you are not gonna combo easily in free for all with items unless it is down to 1v1. Bowser has hard hitting attacks with heavy lag. His flaw makes it less competitive. In the free for all, that makes him have more advantage (distractions for instance). This is where Sakurai and his team looked at consistently.
Not the main focus for the 1v1 for Sakurai's team. Hard to judge and needs to be very very specific. Diddy Kong for instance is very dominating character that is easy to use prior before the patch; last year an extreme outcry cause Sakurai to respond and nerf him. When Zero won with Diddy Kong at Tokaigi 2015, he was nerfed more.
Character's role. Well this is the big one. Character's role is where character has attributes to fulfill their need. If it is not unique, it is rejected. For example, Mario is all rounded character. Sheik's role is being a very quick character that chains her attacks with low damage input. If you find the character's trailer for Sheik, you see they wanted Sheik to be more of combo orientated role. The wants for many people to nerf Sheik or ZSS is not gonna happen, because that would impact too much character's identity.
In my conclusion, many people failed to consider with the overall game and character. Some people underestimate about difficulty on performing Sheik's combos and Zss's combos. They are not easy to perform. Sheik has a very high learning curve. You will need to show dedication to play very good. You won't be able to see very good Sheik players outside of Vinnie, ZeRo, Mr. R, VoiD, or other great Sheik players. ZSS is not easy either. Again, you won't be able to see great ZSS players outside of Nairo, Choco, Mars and other great ZSS players. I believe people need to learn how to deal with Needles, Vanish, and character's playstyle properly. If they don't and wanted it to be nerf, then it's their problem.
