Jigglypuff's definitely not recognized as either male or female. It's description in the original game uses "it"s rather than "he"s or "she"s to Well we just guess what gender they're. Also, Mewtwo is explicitly genderless as every Pokemon game from the ''Gold'' and ''Silver'' versions onwards does not display a gender symbol next to its name when encountered in battle or viewed from the player's party. Regardless the Pokemon should still be written off as "it"s in their own articles, but the idea is that in the case of Jigglypuff and Mewtwo, one is specifically mentioned as "it", and the other is literally genderless.
