Each player can be any character they choose with two stocks each, while each opponent has only one. While the name of this co-op event match may initially imply that it is the final co-op event in the game, the secret 21st co-op event is unlocked upon completion, containing harder enemies and all 35 of Brawl's characters.
The song used for this co-op event (Co-Op Event 20: The Final Battle for Two) is again Final Destination (Melee); just like in Event 40: The Final Battle (the 40th and penultimate solo event).
