Tetsuzanko

As stated on Bayonetta's page (specifically, the moveset section), the tetsuzanko is based on the tie shan kao in bajiquan, a Chinese martial art. The technique is used by both Bayonetta and Akira, yes, but it's also in Street Fighter. It's not a specific technique to Akira; the only thing referenced in the throw is Akira's quote, which he says during the move in Virtua Fighter. Furthermore, if the move was specific to Akira, the Bayonetta Wiki would probably say something, don't you think? Hope this clears things up.
