Permaban the IP.
Give him the ability to create an account.
If he creates spam/vandal accounts, then ban his account creation power for however long you want.
If we see that a positive contributor comes from the IP (which I highly doubt), then unblock the IP.

Ooooooooorrrrrrrrrrr not bother permabanning the IP. Vandals vandalize for fun, and if the person has nothing better to do than vandalize, than whatever. We just block them again if they come back. The repeat vandal has come back multiple times, and giving them an option to create an account when the person doing the vandalizing was willing to just occasionally drop in and vandalize is just a terrible idea when logically, they would just go and vandalize. Repeat vandals are surprisingly not that hard to deal with when you have rollbackers online very often. Permabanning IPs is also a bad decision because people can, *gasp*, change IPs. If some reasonable person ever decides to use the IP to edit, then the 3 month block is more than enough time for said reasonable person to have gained control of the IP instead. You're making a situation far more complicated than it has to be. If a vandal comes, they can be dealt with. Mega Tron1 XD 18:42, 10 July 2014 (EDT)

Protection request + sockpuppetry inquiryEdit

First off, an IP and a user are currently involved in an edit war over Viridi, often by adding merge tags and forcibly redirecting the page; this is occurring despite being repeatedly warned of SW:1RV. As such, a block should be considered for these two users, as well as protection of the Viridi page.
Second off, amid the immature conduct of both and similarities in behaviour involving edit warring on the Viridi article, I am led to believe that the two are one in the same. I would suggest a Checkuser be performed on the duo to see whether or not I am correct.

I would advise blocking the user as well, while also adding a warning on his talk page explaining why he was banned. Judging from your previous encounters with him, I would not think he is likely to understand what he did wrong unless it is spelled out to him.
