Against Jigglypuff and Zero Suit Samus, the hitbox never comes out. This is because the throw is weight dependent and the hitbox is only active for one frame. Jigglypuff and Zero Suit Samus have specific weight values (68 and 81 respectively) where the throw plays at a speed where the frame the hitbox comes out is skipped completely. This causes the throw to only deal 4% to them, rather than 7%.
